The Government of Ghana has filed criminal charges against Professor Christopher Ameyaw-Akumfi and Mr. Solomon Asamoah, the former Chief Executive Officer of the Ghana Infrastructure Investment Fund (GIIF), in connection with the controversial Accra Sky Train project that failed to materialize.

According to a charge sheet filed at the High Court in Accra, the two men are accused of conspiring to willfully cause financial loss to the state, contrary to Sections 23(1) and 179A(3)(a) of the Criminal Offences Act, 1960 (Act 29).

The state alleges that in February 2019, Prof. Ameyaw-Akumfi and Mr. Asamoah authorized the payment of US$2 million from GIIF to Africa Investor Holdings Limited. The funds were purportedly intended for preparatory works on an urban Sky Train system in Accra, a project that was never implemented.

“The said amount was caused, without authorization, to be paid to Africa Investor Holdings Limited purportedly for the building of an urban sky train system in Accra, which system was never built,” the charge sheet states.

In Count One, both accused are jointly charged with conspiracy to commit a crime by causing financial loss to the Republic. Count Two singles out Solomon Asamoah for willfully causing the US$2 million financial loss.

The Sky Train initiative was initially announced as a transformative urban transport solution meant to ease congestion in Accra. However, years after the fanfare and ceremonial agreements, no visible progress has been made on the ground, raising widespread concern over the fate of the public funds committed to the project.
