GRA Postpones GHC1 Fuel Levy to June 16 After Backlash from Oil Marketers – GhArticles.com

The Ghana Revenue Authority (GRA) has postponed the rollout of the newly introduced GHC1 Energy Sector Shortfall and Debt Repayment Levy on petroleum products to June 16, 2025. This decision follows strong opposition from the Chamber of Oil Marketing Companies (COMAC), who expressed concerns over the timing and the potential financial strain on consumers.

Initially slated for implementation on June 9, the levy was met with stiff resistance from industry players, prompting an urgent meeting between the GRA and the leadership of the Chamber. According to a statement from the Authority, the deferment was reached “in the spirit of cordiality and partnership” to allow for broader consultation and smoother transition.

“The Association has concerns with the 9 June implementation date. We have discussed with their leadership and have agreed on a new start date of 16 June,” the GRA disclosed in an interview with Citi News.

The levy is part of the government’s broader strategy to address mounting debts within the energy sector. However, stakeholders argue that inadequate consultation and the risk of further price hikes could destabilize Ghana’s already volatile downstream petroleum market.

Under the revised directive, the new levy rates will be as follows:

Motor Spirit (Super Petrol): from GHC0.95 to GHC1.95

AGO/Diesel and Marine Gas Oil (Foreign): from GHC0.93 to GHC1.93

Marine Gas Oil (Local): from GHC0.03 to GHC0.23
Heavy Fuel Oil (Residual Fuel Oil – RFO): from GHC0.04 to GHC0.24

Partially Refined Oil (Naphtha): from GHC0.95 to GHC1.95

Liquefied Petroleum Gas (LPG): remains unchanged at GHC0.73

The GRA emphasized that the new rates will apply to all petroleum products not lifted before June 16. However, transitional arrangements have been made:

Products lifted by a Petroleum Product Marketing Company (PPMC) before June 16 will attract the old levy rates.
“Cash-and-carry” transactions where products are lifted on or after June 1 will be subject to the new rates.

The directive, signed by GRA Commissioner-General Anthony Kwasi Sarpong, urges all fuel stations and ports to ensure full compliance with the adjusted timeline and new levy structure.
