The Ministry of Foreign Affairs has announced the temporary closure of Ghana’s embassy in Washington, D.C., following the uncovering of a major corruption scandal within the mission.
Foreign Affairs Minister Samuel Okudzeto Ablakwa made the announcement on May 26, 2025, stating the decision is aimed at facilitating a comprehensive restructuring after a special audit revealed widespread fraud and abuse of office.
At the heart of the scandal is Fred Kwarteng, a locally hired IT staffer, who admitted to creating an unauthorized website link that redirected visa and passport applicants to his private company, Ghana Travel Consultants (GTC). There, applicants were charged illegal fees ranging from $29.75 to $60, which went directly into his personal account.
Investigations suggest the scheme had been running undetected since 2017. The case has been referred to the Attorney-General for prosecution and recovery of funds.
All Foreign Ministry staff posted to the mission have been recalled to Accra, the IT department has been dissolved, and all local staff suspended. A full forensic audit is underway to assess the financial loss to the state.
Minister Ablakwa acknowledged the inconvenience to consular service seekers but emphasized the government’s commitment to transparency and accountability. He reaffirmed President Mahama’s stance on zero tolerance for corruption and abuse of office.
